August HOT for Chicago Small Business Loans



Shortly after announcing an expansion of the Small Business Development Loan Program to include 5 new lending partners, The City Treasurer's Office report for the end of August report is in. It shows pilot partner ACCION Chicago has now generated 25 loans (all are current) totaling over $252,000. (5 loans were closed this month)



Following the successful micro lending pilot with ACCION Chicago, over $2 million in additional capital will soon be transferred to five additional lending partners. Additionally the minimum loan amount has been lowered from $10,000 to $2,000.



The Loan program launched in the fall of 2009 awarded ACCION $750,000 to lend to the underserved small business community. Maintaining and creating new jobs in Chicago was an intended goal.



Accion Chicago reports that the loans generated so far have helped maintain at least 46 jobs in Chicago while creating an additional 37.



Research from a small business advisory group and feedback from the lending community clearly shows the lower lending limits will greatly benefit Chicago small businesses.

Did you see the below-artice published in Crain's this Tuesday afternoon?


There is no mention by Greg Hinz of Crain's of the City's failure to recover the $8,000,000 Technology TIF granted to 247 South State Street as exposed in The May Report on August 11, 2010 --- "What the TIF happened?"


I plan on circling back with the Inspector General's Office over the next few days to check-on status of their efforts related to investigating the circumstances involved with the developer's repeated non-compliance as well as City Hall's non-enforcement of the 247 South State Redevelopment Agreement.


I will, in turn, keep you posted and informed.

Daley names panel to lure tech firms here

Standing in one of Chicago's few successful high-tech incubators, Mayor Richard M. Daley on Tuesday announced that he has formed a panel of industry experts to advise him on how to lure more technology firms here.


Included will be officials from Open Table, Callpod, Google, Navteq and Groupon, the latter of which is based at 600 W. Chicago Ave., the former Montgomery Ward catalog warehouse that was converted to office use several years with the help of $28 million in tax-increment finance funding.


"Our investment has created a home for thousands of new jobs and has helped shine a national spotlight on Chicago as a technology leader," Mr. Daley said. "But there is much more to do."


The committee will look at other locations around Chicago and suggest how to replicate the success of 600 W. Chicago, which also counts the Big Ten TV network among its tenants.


Mr. Daley said Chicago already is home to 199 of Inc. Magazine's 5,000 fastest-growing companies. But industry officials have said for years that Chicago still markedly lags the East and West coasts when it comes to providing what start-up entrepreneurs need.


Others on the panel include officials from the University of Illinois at Chicago, Argonne National Laboratory, Lightbank and Infinium Capital Management.


The tech council is reminiscent of a similar group the city formed a decade ago. It had some success until the industry nationally hit huge bumps in the late 1990s and local tech gurus like Flip Filipowski moved on.

Re: Charles Stack's characterizing WattsUpWithThat as a "science blog"

Charles Stack's examples of articles on WattsUpWithThat demonstrate that it is a political blog, not a science blog. The articles discuss the business of cap and trade, not the scientific validity of carbon emissions causing the Earth to warm.

The science of man-made global warming is solid. Consequently, those who oppose taking mitigation to lessen the impact of climate change need to politicize science. Ironically on the same day the May Report published my concerns about WattsUpWithThat, Ron posted the New Yorker article about the Koch oil tycoons who have actively financed disinformation surrounding the science of man-made global warming.

Anthony Watts has published no peer-reviewed scientific research. His blog lacks links to peer reviewed science.

Quite simply, calling WattsUpWithThat a "science blog" is inaccurate.

I shared Mr. Stopa's reply to my email with Anthony Watts, and he replied:

My original email was to bring the existence of Layered Technologies Chicago
operations to the attention of your readers. I was not aware of this B2B
facility and found the news facinating.

Mr. Stopa's reaction to the blog WUWT seems quite typical of reactions I
perceive regarding climate change, i.e. You are either "for" or "against."

I've studied climate change at University of Illinois since 1979, attached
is a Jack Mabley article discussing my research in alternative energy.
Mabley's article actually made page 1, column 1 of the Trib morning edition.

Watt's blog WUWT is fascinating for its diversity of contributors and its
focus upon the business side of climate change. These are not routinely

PyroPhase turns out to be renewable energy sources greatest friend.
The Shales and Tar Sands require heating before they can be extracted. This heating can be sporadic or intermittent as large amounts of earth provide excellent insulation. Thus allowing for the use of energy sources that are by their very nature are sporadic and intermittent. Voila the perfect marrying together of renewables with hydrocarbons.
The hydrocarbons act as a super large storage system (PyroStorage) for the renewable energy, which is then transformed into use-able upon demand energy.


PyroPhase is GREEN and very environmentally friendly. All of the
PyroPhase activities happen underground, using no or very little water, which is a very important issue in the Western United States. In the Eastern States PyroPhase protects the drinking water because it does NOT require water to FRAC (?PyroFracing?). Hydraulic Fracing is facing strong challenges in the Eastern United States, in states like New York, Ohio, Pennsylvania and Michigan for starts.


PyroPhase can get the very same results using heat to open channels by dissolving organic material instead of using hydro-fracing to push open formations. PyroPhase calls it "Frac with Heat", trade name ?PyroFrac?.
When the last pages are written on this story we will see that PyroPhase is Indeed the hero. PyroPhase saves millions of Americans from the desperation of long term unemployment, stops the sending of US Dollars abroad thereby making America's economy strong once again.
PyroPhase is a friend to the environment, we tie together renewables and hydrocarbons which stabilizes the grid. I almost forgot about the ?PyroPhase Electric Grid Stabilization System? which I might add is patented.
So the question is why has this not already happened?

The US Geological Survey's website reported a 2.7 magnitude earthquake or possible quarry blast ten miles from Chicago this week. Here is a quick rundown of some of the technology behind earthquake monitoring instruments, and- yes, there are even earthquake apps. I've been in communication with the USGS to probe further about the technology involved in measuring this particular tremor and will share it as soon as it becomes available.

The USGS has installed over 6,000 new earthquake monitoring instruments in the US in the last 3 years. GTSM Technologies located in Queensland Australia, is a company that built some of the USGS's strainmeters, one of several tools used in earthquake monitoring. Strainmeters take ten months to build and three months to test. GTSM Technologies builds about 4 strainmeters per year. The USGS is working to improve its earthquake monitoring and reporting capabilities through the Advanced National Seismic System (ANSS). http://earthquake.usgs.gov/monitoring/anss/ In the past three years the USGS has installed approximately 300 new earthquake monitoring instruments in the San Francisco, Seattle, Salt Lake City, Anchorage, Reno, Las Vegas, and Memphis areas. Full implementation of ANSS will result in 6000 new instruments on the ground and in structures in at-risk urban areas, as well as a backbone of modern seismic instruments for the entire Nation. Once in place, the ANSS will provide emergency response personnel with real-time (within 5-10 minutes of an event) information on the intensity and distribution of ground shaking that can be used to guide emergency response efforts. Similarly, information on building "shaking" will equip engineers with the data they need to improve building designs in the future.

Monitoring Instruments
The USGS maintains a variety of fault and volcano monitoring instruments around the western United States, including Hawaii. The data from all instruments are transmitted in real time to the USGS in Menlo Park using satellite, radio and telphone telemetry.

Creepmeters
A creepmeter measures fault slip by recording the displacement between 2 piers or monuments located on opposite sides of the fault. Typically, an invar wire is anchored to one pier and is stretched across the fault. Its displacement relative to the second pier is measured electronically and checked periodically with a mechanical measurement. Using the angle of the wire from the strike of the fault, the change in distance between the two piers is directly proportionally to fault slip.
Because the piers are anchored to about 2 meters depth, they are subject to the influence of seasonal (winter) rainfall. Many of the creepmeters show an annual cycle due to the wetting and drying of the near-surface materials within the fault zone. In addition, creep is influenced by large rainfall events and nearby earthquakes.

Magnetometers
Magnetometers measure changes in local magnetic fields resulting from a combination of mean crustal stress change, fluid flow associated with earthquakes, fault slip, and a number of processes related to volcanic activity. To isolate these local magnetic fields, the magnetic data must be corrected for normal geomagnetic field variations, magnetic storms and other disturbances including those generated by cultural activity. Ultra-precise, absolute instruments with a precision of 0.2 nanotesla are used. Higher frequency disturbances are monitored using fluxgate or coil magnetometers. The monitoring sensors are carefully located in regions where the local magnetic field gradient is less than 1 nanotesla/meter to avoid spurious signals being generated during ground movement generated by earthquake shaking and volcanic eruptions. Because proton magnetometer measurements are absolute, data from any particular year can be compared with that from yesterday or 20 years ago or longer. Thus, long term changes related to plate movements can be isolated in the data. Rapid correction for most non-tectonic disturbances can be achieved by simple differences between data from two nearby magnetometers.

Pore Pressure Monitors
These instruments record fluid pressure changes in deep boreholes that may be driven by fault activity. Measurements can be made to better than 0.1 millibar.

Strainmeters
Strainmeters for continuous crustal strain monitoring are highly sensitive instruments with precision of less than 1 part per billion (i.e. less than 1 inch in 16,000 miles). They are usually installed in boreholes where surface noise is greatly reduced. These instruments monitor the change in crustal strain near active faults and volcanoes associated with fault slip, earthquakes, and volcanic activity. Currently, numerous instruments have been installed by the USGS along the San Andreas fault, in the Long Valley Caldera, and by other institutions near active faults and volcanoes in the US, Japan, China, Iceland, Italy, and Taiwan.
The Sacks-Evertson dilational borehole strainmeter consists of a stainless-steel cylinder with an annulus filled with silicone oil. Changes in volumetric strain in the ground are detected by small movements of the walls of the borehole and are measured relative to the borehole diameter. This is translated into displacement and voltage by an expansion bellows attached to a linear voltage displacement transducer. The instrument is cemented into the ground at a depth of about 200 meters.The Sacks-Evertson tensor strainmeter is similar in principle but the annulus is divided into three independent segments, 120 degrees apart. Strain is determinied in these three directions.
Borehole tensor strain is also measured with a GTSM strainmeter built by GTSM Technologies in Queensland, Australia. These instruments measure strain in three directions, 120 degrees apart (a fourth redundant component is also included) with a differential capacitance displacement transducer.
For near-surface strainmeters, we measure linear strain by detecting the relative movement of deep anchor points about 10 meters apart and about 2 meters deep in three directions 120 degrees apart with differential capacitance displacement transducers.
Networks of dilational and tensor strainmeters were initially installed in San Juan Bautista, Parkfield, Southern California and Long Valley in the early 1980's. These networks were later supplemented as increased hazard was identified in Parkfield in the mid-1980's, Long Valley in 1989, and the San Francisco Bay area in the late 1990's. A network of six dilational strainmeters and two tensor strainmeters was initially installed along the Hayward fault in the San Francisco Bay area in 1992 with an additional five DTM tensor strainmeters added through the Bay Area in 2001. Near-surface strainmeters have operated in the Presidio of San Francisco since 1972.
The figure shows a borehole strainmeter being installed to a depth of about 200 meters near the Hayward fault, San Francisco Bay, California. A commercial drill rig is used to drill and case 6" to 8" diamater holes and to core the bottom of these holes until a section of about 10 feet of unfractured rock is obtained. The strainmeter is then installed into a bath of expansive grout within the cored section of the hole. After the grout has set, the instrument detects deformation of the rock. This deformation is converted to ground strain through calibrations obtained from comparing the measured earth tide with the predicted tides in the solid earth corrected for ocean tide loading.

Tiltmeters
Tiltmeters are highly sensitive instruments used to measure ground tilt (rotation) near faults and volcanoes caused by fault slip and volcanic uplift. The precision to which tilt can be measured is less than 1 part per billion (i.e. less than 1 inch in 16,000 miles). For crustal monitoring applications, these instruments are mostly installed in boreholes to avoid spurious ground tilts produced by differential thermal expansion in near-surface materials, rainfall and pumping effects.
Tilt detections systems vary depending on the particular instrument design types used. These design types include simple pendulums (boreholes), liquid level systems (vaults or observatories) or the position of a bubble under concave quartz (similar to a carpenters level). Differential capacitance transducers (DCT's) are usually used to detect the position of pendulums hanging between two capacitor plates within a tube in a borehole. Linear voltage differential transformers (LVDT's) and DCT's are used to determine apparent height changes between the two ends of a liquid level tiltmeter such as the 10 meter mercury-liquid level tiltmeters installed at the Presidio in San Francisco and at Berkeley in the 1960's and more recently, the 500 meter long baseline tiltmeters installed in Long Valley and the Pacific Northwest by R. Bilham of the University of Colorado. A resistance bridge that locates the position of a bubble under a concave quartz lens is used for both shallow and deep borehole tiltmeters. This type of detection system was used in five of the seven tiltmeters installed in the San Francisco Bay area from 1992 to 2001. http://www.geodesy.cwu.edu/

The Gladwin Tensor Strain Monitor (GTSM), so named in the USA to distinguish it from other borehole strain systems, measures strain in the earth due to tectonic or engineering stress. The first field instrument was installed in 1972 in an underground ore-body in Queensland.

It was developed as a complementary technology to a direct ultrasonic stress measurement system devised for tectonic studies in 1969 during graduate work.

The GTSM system was the first high precision, high stability multi-component (tensor) system developed for deep boreholes. It allowed direct evaluation of variation of the amplitude and the orientation of the principle components of strain.

In 1977, tests of the system were performed in the Praesidio vault in San Francisco for several months to allow investigation of its potential in tectonic strain measurement.

In 1979, proposals to deploy the system for various applications in mining were initiated, and ultimately systems were deployed in the ore-body to investigate dynamic loads in a crown pillar structure in association with the original stress monitoring system.

In the early 1980's the design was refined for tectonic studies to completely cover a massive observation gap in the frequency domain between seismological measures of earth deformation response and the large scale electronic distance measuring instruments (now replaced by differential GPS systems). The system overlaps both the GPS and seismic bands by a couple of orders of magnitude.

Over the next fifteen years, thirteen (13) systems were installed in tectonic settings to allow extensive analysis of the potential value of this domain of measurement.

In the US, installations occurred as follows:

1983 (2 systems), SJT and PFT

1986 (3 systems), EDT, FLT and DLT

1992 (2 systems), CHT and GAT

1996 (1 system built in 1992), CLT

In Australia, in March 1991, two systems were installed in the Dalton/Gunning area west of Canberra, for the Australian Geological Survey Organization (now Geoscience Australia). The purpose of these units was to evaluate the long term stability of the systems. The region has very low seismicity, and a low long period noise was achieved.

In 1992, three systems were installed to monitor long term long-wall mining induced subsidence beneath the Cataract Reservoir area south of Sydney.

Outcomes of the preliminary studies.

By 1993, the long process of demonstration of the value of GTSM technology to the subject was reasonably advanced and an early stage of general acceptance had begun. Many new observations were documented. These included several slow earthquakes observed at multiple sites, post seismic changes as large as 50% of the seismic event and with similar source dimensions and characteristics, and associations between slow events and surface creep. Details of these studies are included in the publications listing.

The figures below show examples of data representations of event types uniquely monitored by GTSM systems during that period.

The development work was funded in the early seventies by the Australian Research Grants Commission, and since the late seventies by the US National Earthquake Hazard Reduction External Program (NEHRP). The NEHRP funding source is for utilisation of the technology in hazard monitoring via data production and interpretation.

Over the next ten years, the GTSM group continued to develop both the scientific observational base (e.g. discovery of slow quakes on the San Andreas) and the interpretation techniques for understanding the new data.

In 1999, a major initiative was proposed by US-NSF (National Science Foundation) for earth sciences.

This was to properly document all fault motions of the San Andreas. The initial proposal based on GPS monitoring was successful in 2002 in a wider context (the Earthscope Program) under the banner of the Plate Boundary Observatory (PBO) with GTSM instrumentation proposals included as a key component. By December 2002, GTSM had been selected as the borehole strainmeter instrument of choice for the PBO program.

The measurement technique developed for the technology summarized above has a wide range of potential applications. At its core, measurements of borehole diameter are made to a few picometre precision, and a very wide dynamic range with excellent stability has been achieved.

In April, 2002, in preparation for the possible US PBO program, a technical update of the original tectonic system was begun to exploit several newly available integrated circuits to replace component types no longer available, and to enable effective bulk production techniques. The first of these new generation instruments were deployed for Taiwan Geological Survey in 2003.

A contract for the US PBO program was let in October, 2004, and the GTSM commercial production laboratory began construction in late 2004. Production of the first instruments for UNAVCO was completed and shipped to the Pacific North West for installation by June 2005. Further instruments have been fabricated and deployed in Taiwan in 2005, 2006, 2007 and 2009. The production facility now produces up to four instruments per month, which is totally adequate for the achieved rate of worldwide uptake of the technology. Initial contacts for other regional arrays have been made and are being explored.

I'm very skeptical of an app I saw in the iTunes store called, "Earthquake lite," -afterall would you want an app called "911 lite"? I don't think so! Earthquake apps with more promising names are listed below for your reference.

I can answer some of your questions regarding the type of equipment used to locate the magnitude 2.7 event that occurred August 31, 2010 at 16:00:30 GMT.

What type of equipment was used to measure the 2.7 tremor in Illinois? Three of the four stations used to locate this event are operated by the USGS. The three stations are: HDIL (Hopedale, Illinois), JFWS (Jewell Farm, Wisconsin) and ECSD (Eros Data Center, South Dakota.) These stations are part of the Advanced National Seismic System (ANSS) Backbone Network. (See http://earthquake.usgs.gov/monitoring/anss/ and http://earthquake.usgs.gov/monitoring/anss/backbone.php ). The critical 'detection' component for these monitoring stations is the seismometer. These are ground motion sensors that can detect motion as small as one billionth of a meter. They are designed to detect elastic motion in the earth that results from seismic events that may be very near the instruments as well as those that happen anywhere around the world.

What company built the equipment? The seismometers at most ANSS Backbone Network stations are Streckeisen STS2s. These instruments are now marketed by Kinemetrics, Inc. (See http://www.kinemetrics.com/p-81-STS-2.aspx).

How many earthquake monitoring devices does the USGS have in Illinois and throughout The Midwest? See the ANSS Backbone Network map at http://earthquake.usgs.gov/monitoring/anss/images/ANSS_Hazmap.pdf to view USGS coverage. There are additional seismic stations that monitor the area, but they are managed by regional network operators at universities and state geological surveys. The data from many of these stations are contributed to the USGS National Earthquake Information Center for event location purposes.

How many of the newly installed 300 devices in the US in the last 3 years were installed in The Midwest? I expect many of these new instruments may be additional regional network stations as well as strong motion sensors. A question could be addressed to the National Strong Motion Program to get details on their installation program.
